Pretty much the same thing before there was data
People would go back to trading goods and services locally, and brainstorm to rebuild that database. And massive cities would shrink virtually overnight. With rural communities setting the direction of a country.

At that place are definitely biblical scholars that accept the Bible memorized. Perhaps non 1 person, but there are specialist on each book that do. Collectively, that would exist no problem. In your scenario, the Bible would be the least of our business concern.
The firsthand concern would be the global financial crisis, as all wealth disappears and no records be for bank deposits, stocks, etc.
